We are about to launch a huge project with the State Department and they are interested in hiring a project manager for administering an English Language training program with us. Below are the details for the job:

Project Manager for ELLC

Duties and Responsibilities of the Position (Tasks)

Under the general supervision of the Director of the Office of English
Language Programs:

¡´ Track project milestones and deliverables using appropriate tools
(EXCEL, etc.);

¡´ Proactively manage changes in project scope, identify potential
crises, and devise contingency plans.

¡´ Draft and submit budget proposals, and recommend subsequent budget
changes where necessary.

¡´ Determine and assess need for additional staff and/or consultants and
make the appropriate recruitments if necessary during project cycle.

¡´ Identify a program platform suitable for multi-media learning
applications and worldwide accessibility

¡´ Draft a Request for Grant Proposal (RFGP) and manage the process of
awarding a cooperative- agreement grant to a qualified organization to
assist ECA/A/L in developing the pedagogical requirements and secondary
school curriculum for ELLC;

¡´ Develop and field test an ELLC prototype “self-assessment” module
based on can-do statements, and an initial lesson from the curriculum;

¡´ Evaluate preliminary work accomplished to date on ELLC;

¡´ Define project scope, goals and deliverables that support Project in
collaboration with ECA/A/L management and stakeholders.

¡´ Estimate the resources and participants needed to achieve project
goals.

¡´ Develop full-scale project plans and associated communications
documents, including benchmarks and milestones to provide evaluation of
incremental Project achievements to be accomplished during Phase One;

¡´ Develop and deliver progress reports, proposals, requirements
documentation, and presentations.

¡´ Determine the frequency and content of status reports from the
project team, analyze results, and troubleshoot problem areas.

¡´ Define project success criteria and disseminate them to involved
parties throughout project life cycle.

¡´ Develop best practices and tools for project execution and management.

¡´ Set and continually manage project expectations with team members and
other stakeholders.

¡´ Work with English Language Specialists chosen by ECA/A/L to conduct a
base-line assessment tool of secondary school students in a country
selected by ECA;

¡´ Work with ECA’s Private Sector Outreach (PSO) Officer to enable PSO
to enlist support from potential private-sector partners in developing
key aspects of ELLC, such as additional digital code, video, music,
games, etc.;

¡´ Liaise with project stakeholders on an ongoing basis;

¡´ Related tasks as assigned.

Required Experience/Backgrou nd

¡´ MA degree in TEFL, applied linguistics, or a closely related field
and proven professional expertise in the development of computer
assisted language learning programs; or, MA degree in Information
Technologies, Computer Science or closely related field and proven
professional expertise in the field of Teaching English as a Foreign
Language (TEFL).

¡´ Demonstrated experience in developing internet-based language
learning applications and materials from concept stage to finished
product.

¡´ Demonstrated experience and success in managing complex projects with
multiple stakeholders.

¡´ Strong interpersonal skills to work with multiple partners and
present the goals and materials of the Office of English Language
Programs domestically and overseas.

¡´ Demonstrated excellent written and oral communication skills.

¡´ Substantial understanding of U.S. culture and values and cultural
differences as well as an awareness of and sensitivity to differences
in educational standards and expectations in non-American settings.

¡´ Demonstrated computer skills including proficiency in Microsoft
Office Suite (including PowerPoint and EXCEL), Adobe Suite, HTML,
website maintenance, database software and social networking tools.

¡´ Demonstrated ability to multi-task and work independently in a
fast-paced environment, while remaining highly organized.
