The Supervisory Academic Exchange Specialist directs the U.S. Study Abroad branch, located in the Office of Global Educational Programs, Bureau of Educational and Cultural Affairs (ECA), at the U.S. Department of State, Washington, D.C. The U.S. Study Abroad branch (ECA/A/S/Q) administers the Critical Language Scholarship (CLS) Program, the Benjamin A. Gilman International Scholarship (Gilman) Program, and related exchanges and activities to support study abroad by Americans. In addition to program management, the Branch Chief will provide knowledge and expertise on a wide range of programmatic and policy issues affecting ECA programs that support U.S. study abroad and guidance on the promotion, expansion and diversification of U.S. study abroad overall.
Job Duties:
- Oversees the Branch’s administration of two or more of ECA’s U.S. study abroad programs, including the CLS and Gilman Programs, as well as other programs or initiatives to support study abroad programs at U.S. higher education institutions, and activities and initiatives related to advocacy for U.S. study abroad overall.
- Conceptualizes, executes, supervises, and monitors grants to cooperating private sector institutions and organizations to carry out the goals of academic exchange programs that support U.S. study abroad. Provides policy and program guidance to cooperating agencies
- Serves as ECA’s key liaison on U.S. study abroad with high-level officials of the Department and other government agencies and groups, as well as White House officials, Members of Congress, foreign government officials, the higher education community and private sector officials. Gathers and analyzes input and develops recommended policy positions to ECA leadership at multiple levels.
- Makes substantive contributions to the formulation and execution of ECA’s academic programs and initiatives in support of U.S. study abroad, as well as policies addressing U.S. study abroad as an element of U.S. foreign policy, the U.S. higher education sector, and related areas.
- Analyzes new or proposed Congressional legislation, private sector initiatives, and other efforts that have an impact on U.S. study abroad and makes recommendations on Department and ECA positions on these proposals and initiatives
- Supervises work of program officers on grant and participant issues, providing direction for issues that require a higher-level of authority.
- Evaluates the performance of subordinates; plans work to be accomplished and sets priorities for subordinates based upon workload and abilities; sets performance standards; gives advice, counsel and/or instruction to employees on both work and administrative matters.
