General Description:
The World Learning Sr. Performance Management Specialist assists the organization’s international development & exchange programs and staff in being accountable to donors, constituents and stakeholders, by providing technical M&E leadership at several levels. At the IDEP project level, the Sr. Performance Management Specialist develops monitoring and evaluation strategies and protocols for specific technical sectors and projects within them, and leads the effort to document progress, effectiveness and impact for donor reporting requirements, for use in new project design, and in articulating program models. Organizationally, the Sr. Performance Management Specialist develops indicators and prepares reports on overall IDEP project progress and impact that are congruent with World Learning and IDEP strategic plans, and the organization’s mission. The Sr. Performance Management Specialist will have experience in the evaluation sector and in the field of international development, and will be knowledgeable about results frameworks, project monitoring plans, common indicators (e.g., USAID), indicators for special USG programs (e.g., PEPFAR, DOL), and donor M&E and reporting requirements, especially U.S. federal funders.

The Sr. Performance Management Specialist will work primarily with IDEP program development and program implementation home office and field staff, and will also coordinate organizational-level activities with other staff responsible for monitoring, evaluation, planning and/or communicating program results. The Sr. Performance Management Specialist is expected to stay current with evolving monitoring and evaluation trends in international development and to participate with other practitioners in forums or working groups on monitoring and evaluation.

Specific Responsibilities:

1. Design

  • In collaboration with technical specialists, prepare results frameworks, performance monitoring and evaluation plans for new programs/proposals, including indicators, data collection methodologies, measurement tools and analysis and reporting protocols.
  • Advise on M&E staffing component in new project proposals.
  • Through M&E activities, assist program staff to document program models, experiences and best practices for use in new evidence-based program design/proposal development.
  • Develop and report on divisional metrics/indicators as they relate to the organizational strategic plan and mission.
  • Provide in-house training to increase capacity of staff to undertake DME activities.
  • 2. Monitoring

  • Working with home office and field staff, and through periodic field travel, establish project monitoring systems, including overall design, instrumentation, data collection/aggregation, and analysis. Oversee the quality and processing of data collection where required. As needed, work with/train World Learning project staff, grantees and local partners in monitoring activities.
  • Review, improve and disseminate general project reporting guidelines, for both periodic and final project reports.
  • In collaboration with appropriate home office project and/or technical staff, review project reports for quality and to ensure that reports and other project documents capture progress, effectiveness, and impact of programs; ensure that results of report reviews are constructively fed back to project teams;
  • Develop internal database, or add to existing knowledge management systems, in order to fully house and capture project successes and/or challenges, results and impact.
  • Ensure compliance with program standards expected/required by external oversight agencies.
  • 3. Evaluation

  • Refine IDEP’s overall strategy for program evaluations and systems.
  • Lead teams for internal or donor-required evaluation. Working with assigned project manager or field-based project directors, design scopes of work, methodologies, time lines, products and deliverables, manage external consultants, interact with donors when needed, review products for quality.
  • Play a key role in keeping IDEP current with developments in the field of evaluation e.g., new approaches, experiences of other organizations, best practices, research and strategies from donors, scholars, practitioners and policy-makers;
  • Provide in-house staff training as needed.
  • As opportunities arise, represent the experiences of international projects with colleagues at World Learning’s SIT Graduate Institute.
  • Manage impact evaluation activities.
  • Participate in other related activities, and take on special M&E projects as requested.
  • Required Qualifications:

  • Advanced degree in a field related to international development and/or social sciences, and/or in one or more fields related to World Learning/IDEP primary sectors: e.g., civil society & governance, capacity building/HICD, basic education, HIV/AIDS, education & cultural exchange, advocacy.
  • Minimum five years experience working in developing countries.
  • Demonstrated experience in monitoring and evaluation design, including applied research, indicator development, including qualitative behavioral measures; strong analytical skills; understanding of donor requirements and expectations, particularly the USG.
  • Experience in making contributions to program/proposal PMEP design.
  • Experience working with local NGOs and project partners on M&E activities.
  • Excellent oral and written communication and representational skills.
  • Excellent inter-personal, inter-cultural and teamwork skills, sound judgment and strong initiative, as needed to work independently and build new capacity within IDEP.
  • Ability to mentor and provide training for home office and field office staff.
  • Fluency in a second language is desirable.
  • Willingness to travel up to 20% of time.
  • Good computer skills essential, including Word, Excel, project and database management, statistical packages.
