In close consultation with U.S. Department of State&#8217;s Bureau of Educational and Cultural Affairs&#8217; (ECA), the REAC counsels Public Affairs Sections (PAS) on student mobility issues and advising programs and provides guidance and training to advisers and host institutions. He\/she receives policy guidance from ECA and PAS. Work is carried out independently under general supervision.<\/span><\/p>\n<p><span style=\"color: #000000\">Position will be based in the Northeast Asia and the Pacific Region. Preference for Japan or South Korea.<\/span><\/p>\n<p><span style=\"color: #000000\"><!--more--><\/span><\/p>\n<p><span style=\"color: #000000\"><b><strong>Essential Duties and Responsibilities<\/strong>:\u00a0<\/b><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000\">Provides guidance to EducationUSA advisers throughout the region through site visits, consultations, workshops, and regular email and telephone communication. Travels extensively on behalf of the EducationUSA network and visits each country in the region every two years or more frequently as needed and pending available resources.<\/span><\/li>\n<li><span style=\"color: #000000\">Designs and delivers trainings and workshops, in-person and virtually, tailored to meet competency development needs for individual advisers and the region.<\/span><\/li>\n<li><span style=\"color: #000000\">Counsels and assists PAS in the development of educational advising programs to achieve mission public diplomacy goals. Provides guidance to PAS and partner institutions hosting EducationUSA Advising Centers in developing the annual country strategic plan for advising.<\/span><\/li>\n<li><span style=\"color: #000000\">Facilitates EducationUSA collaboration with the U.S. higher education community to increase student mobility, working with local external partners as appropriate.<\/span><\/li>\n<li><span style=\"color: #000000\">Serves as a regional resource providing expert advice on international student recruitment and retention to U.S. higher education institutions and organizations; contributes to the EducationUSA website, online journals and other outreach platforms.<\/span><\/li>\n<li><span style=\"color: #000000\">Works closely with ECA to develop programs, procedures and guidance in support of EducationUSA advising in the region and the global network.<\/span><\/li>\n<li><span style=\"color: #000000\">Provides timely updates and reports to ECA and IIE as appropriate and required.<\/span><\/li>\n<li><span style=\"color: #000000\">Develops and maximizes use of innovative tools and resources to enable the global EducationUSA network to reach and serve larger and more diverse audiences.<\/span><\/li>\n<li><span style=\"color: #000000\">Engages with embassies&#8217; regional English language officers (RELOs), information resource officers (IROs), and consular officers to strengthen priority program areas.<\/span><\/li>\n<li><span style=\"color: #000000\">Responsible for complying with applicable service agreement and sponsor requirements and following all organization policies and procedures.<\/span><\/li>\n<li><span style=\"color: #000000\">Performs other duties and functions as assigned<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000\"><strong>Education\/Experience:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000\">Bachelor&#8217;s degree required; Master&#8217;s or equivalent academic degree preferred.<\/span><\/li>\n<li><span style=\"color: #000000\">Seven years of overall experience, with a minimum 5 years of experience working within the field of higher education, international education, international affairs, or a similar field.<\/span><\/li>\n<li><span style=\"color: #000000\">Experience working within or conducting work related to the region of hire and familiarity with the higher education systems for that region.<\/span><\/li>\n<li><span style=\"color: #000000\">In-depth knowledge of the U.S. higher education system.<\/span><\/li>\n<li><span style=\"color: #000000\">2 years of management experience strongly preferred<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000\"><strong>Knowledge, Skills, and Abilities:<\/strong><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000\">Proven cross-cultural skills, particularly in the area of communications.<\/span><\/li>\n<li><span style=\"color: #000000\">Ability to work effectively with partners and stakeholders from various sectors: academic, professional, corporate, student, government, U.S. Embassy, NGO, media, etc.<\/span><\/li>\n<li><span style=\"color: #000000\">Strong analytical, information-gathering, writing, and oral presentation skills.<\/span><\/li>\n<li><span style=\"color: #000000\">Ability to manage program budgets, team members, and projects.<\/span><\/li>\n<li><span style=\"color: #000000\">Excellent skills in time management, problem-solving, leadership, marketing, planning, and negotiation.<\/span><\/li>\n<li><span style=\"color: #000000\">English language required; fluency in a local language preferred.<\/span><\/li>\n<li><span style=\"color: #000000\">Willingness and ability to travel internationally 25 \u2013 50%.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000\"><strong>Work Authorization Requirements:<\/strong> The incumbent is expected to be able to meet the requirements necessary to obtain work authorization in the country selected as the primary work location.<\/span><\/p>\n<p><span style=\"color: #000000\"><strong>Work Environment and Physical Demands:<\/strong> Essential functions are typically performed in an office setting with a low level of noise.
