We are about to launch a huge project with the State Department and they are interested in hiring a project manager for administering an English Language training program with us. Below are the details for the job:<\/p>\n

Project Manager for ELLC<\/p>\n

Duties and Responsibilities of the Position (Tasks)<\/p>\n

Under the general supervision of the Director of the Office of English
\nLanguage Programs:<\/p>\n

\u00a1\u00b4 Track project milestones and deliverables using appropriate tools
\n(EXCEL, etc.);<\/p>\n

\u00a1\u00b4 Proactively manage changes in project scope, identify potential
\ncrises, and devise contingency plans.<\/p>\n

\u00a1\u00b4 Draft and submit budget proposals, and recommend subsequent budget
\nchanges where necessary.<\/p>\n

\u00a1\u00b4 Determine and assess need for additional staff and\/or consultants and
\nmake the appropriate recruitments if necessary during project cycle.<\/p>\n

\u00a1\u00b4 Identify a program platform suitable for multi-media learning
\napplications and worldwide accessibility<\/p>\n

\u00a1\u00b4 Draft a Request for Grant Proposal (RFGP) and manage the process of
\nawarding a cooperative- agreement grant to a qualified organization to
\nassist ECA\/A\/L in developing the pedagogical requirements and secondary
\nschool curriculum for ELLC;<\/p>\n

\u00a1\u00b4 Develop and field test an ELLC prototype “self-assessment” module
\nbased on can-do statements, and an initial lesson from the curriculum;<\/p>\n

\u00a1\u00b4 Evaluate preliminary work accomplished to date on ELLC;<\/p>\n

\u00a1\u00b4 Define project scope, goals and deliverables that support Project in
\ncollaboration with ECA\/A\/L management and stakeholders.<\/p>\n

\u00a1\u00b4 Estimate the resources and participants needed to achieve project
\ngoals.<\/p>\n

\u00a1\u00b4 Develop full-scale project plans and associated communications
\ndocuments, including benchmarks and milestones to provide evaluation of
\nincremental Project achievements to be accomplished during Phase One;<\/p>\n

\u00a1\u00b4 Develop and deliver progress reports, proposals, requirements
\ndocumentation, and presentations.<\/p>\n

\u00a1\u00b4 Determine the frequency and content of status reports from the
\nproject team, analyze results, and troubleshoot problem areas.<\/p>\n

\u00a1\u00b4 Define project success criteria and disseminate them to involved
\nparties throughout project life cycle.<\/p>\n

\u00a1\u00b4 Develop best practices and tools for project execution and management.<\/p>\n

\u00a1\u00b4 Set and continually manage project expectations with team members and
\nother stakeholders.<\/p>\n

\u00a1\u00b4 Work with English Language Specialists chosen by ECA\/A\/L to conduct a
\nbase-line assessment tool of secondary school students in a country
\nselected by ECA;<\/p>\n

\u00a1\u00b4 Work with ECA’s Private Sector Outreach (PSO) Officer to enable PSO
\nto enlist support from potential private-sector partners in developing
\nkey aspects of ELLC, such as additional digital code, video, music,
\ngames, etc.;<\/p>\n

\u00a1\u00b4 Liaise with project stakeholders on an ongoing basis;<\/p>\n

\u00a1\u00b4 Related tasks as assigned.<\/p>\n

Required Experience\/Backgrou nd<\/p>\n

\u00a1\u00b4 MA degree in TEFL, applied linguistics, or a closely related field
\nand proven professional expertise in the development of computer
\nassisted language learning programs; or, MA degree in Information
\nTechnologies, Computer Science or closely related field and proven
\nprofessional expertise in the field of Teaching English as a Foreign
\nLanguage (TEFL).<\/p>\n

\u00a1\u00b4 Demonstrated experience in developing internet-based language
\nlearning applications and materials from concept stage to finished
\nproduct.<\/p>\n

\u00a1\u00b4 Demonstrated experience and success in managing complex projects with
\nmultiple stakeholders.<\/p>\n

\u00a1\u00b4 Strong interpersonal skills to work with multiple partners and
\npresent the goals and materials of the Office of English Language
\nPrograms domestically and overseas.<\/p>\n

\u00a1\u00b4 Demonstrated excellent written and oral communication skills.<\/p>\n

\u00a1\u00b4 Substantial understanding of U.S. culture and values and cultural
\ndifferences as well as an awareness of and sensitivity to differences
\nin educational standards and expectations in non-American settings.<\/p>\n

\u00a1\u00b4 Demonstrated computer skills including proficiency in Microsoft
\nOffice Suite (including PowerPoint and EXCEL), Adobe Suite, HTML,
\nwebsite maintenance, database software and social networking tools.<\/p>\n

\u00a1\u00b4 Demonstrated ability to multi-task and work independently in a
\nfast-paced environment, while remaining highly organized.<\/p>\n
