Overview: The Citizens Affairs Bureau of The City of Hiroshima is looking for a international relation specialists to translate, from Japanese to English, letters to foreign organizations, mayor’s messages, and other documents, and native proof-reading of English written by other persons. Attend to guests from foreign countries, interpret (between Japanese and English) at events and other activities. Lecture at international education programs in elementary schools and similar situations, plan and provide assistance for international exchange programs.

Qualifications for Taking the Employment Test: A person satisfying all of the following requirements and conditions:

  • (Japanese language proficiency certification at the N1 level of the Japanese Language Proficiency Test or its equivalent (including persons expected to satisfy this condition by September 30, 2015) 
  • University/college graduate with bachelor’s degree (including persons expected to satisfy this condition by September 30, 2015) 
  • Having lived in countries or regions where English is an official/major language for 15 years or more 
  • A person satisfying any of the following conditions (including persons expected to satisfy any of these conditions by September 30, 2015): 
    • A person who resides in Japan with a resident status of “specialist in humanities/international services,” as defined in the Immigration Control and Refugee Recognition Act (Law No.: Cabinet Order No. 319, 1951); 
    •  A permanent resident, a spouse, etc. of a Japanese national, a spouse, etc. of a permanent resident, or a long-term resident, as defined in the Immigration Control and Refugee Recognition Act (Law No.: Cabinet Order No. 319, 1951); 
    • A special permanent resident as defined in the Special Act on the Immigration Control of, Inter Alia, Those Who Have Lost Japanese Nationality Pursuant to the Treaty of Peace with Japan (Law No. 71,1991); or 
    • A Japanese national 
  • A person who falls under none of the following categories: 
    • An adult ward or warrantee (including quasi-incompetent person); 
    • A person who has been sentenced to imprisonment or more severe sentence and has not yet completed the term of the sentence or the probation period for the sentence; 
    • A person who has been dismissed on disciplinary grounds as an employee of the City of Hiroshima within the past two years; or
    • A person who has, after the promulgation of the Constitution of Japan, organized or has been a member of a political party or any organization which attempts or advocates the overthrow of the Constitution of Japan or the government formed thereunder by means of force or violence.

    • All applicants will be notified regarding the result of the examination

Examination:

  • Translation Skills
    • A written test to translate Japanese sentences to English, and a written test to translate short English sentences to Japanese (allowing PC use) (total 60 minutes) 
  • Interview
    • Oral examination to test the applicant’s command of both English and Japanese
    • Personal interview to assess the personality and knowledge, etc. of the applicant
  • Physical Examination
    • Medical check to assess the applicant’s health condition 
    • Before the examination date, the applicant must undergo a medical examination by a physician for the items specified in Form 1, and ask the physician to fill in the result of your medical check in Form 1. Bring the completed form to the examination. 

Application Procedures and Application Period:

    • Application (Write in Japanese or English. Attach your photo (front, head and shoulders with no cap/hat) taken within three months of the application.)
    • Japanese language proficiency certification at the N1 level of the Japanese Language Proficiency Test or its equivalent (A copy of the certificate is acceptable. Excluding those who are expected to acquire such certificate.)
    • Certificate of your bachelor’s degree (A copy of the certificate is acceptable. Excluding those who are expected to acquire a bachelor’s degree.)
    • Confirmation of Period of Stay Abroad in Form 2 (Write in Japanese or English.)
    • The Division will not return the documents received from applicants.

  • Application period
    • Submit the required documents above within the period from July 15, 2015 (Wed.) to August 24, 2015 (Mon.). (Applications must arrive at the Division within this period.)
    • If you plan to bring the application documents personally to the Division, please note that the operating hours are 8:30 to 17:15 every day, excluding Saturdays, Sundays and July 20 (national holiday).
    • Application documents sent by postal mail but arriving at the Division on or after August 25(Tues.) will not be accepted.
    • Please note that your application must physically arrive at the Division within the application period regardless of the date of the postmark.
    • If you send your application by postal mail on and after August 21 (Fri.), please use express mail. 
  • Treatment of personal information
    • Personal information contained in your application and attached documents will be used for the purpose of conducting the examination and administration related to the hiring of an employee.

Employment:

  • The successful applicant will be employed as of October 1, 2015.
  • A non-Japanese successful applicant who states that he/she is expected to acquire a resident status of “specialist in humanities/international services,” “permanent resident,” “spouse, etc. of a Japanese national,” “spouse, etc. of a permanent resident,” “long-term resident” or “special permanent resident,” or Japanese nationality will lose the qualification for employment if he/she fails to acquire such status by September 30, 2015.
  • A successful applicant who states that he/she is expected to acquire Japanese language proficiency certification at the N1 level of the Japanese Language Proficiency Test or its equivalent, and/or a bachelor’s degree will lose the qualification for employment if he/she fails to acquire the certificate(s) by September 30, 2015.

Treatment and Working Conditions:

  • Employment term
    • October 1, 2015 to March 31, 2016
    • (The term may be renewed each year for one year, on and after April 1, 2016.
    • The employment term will not be renewed for a person who is 65 years old at the time of the expiration of the then-current employment term. The compulsory retirement age for part-time employees of the City of Hiroshima is 65. The employment term will not be extended after March 31, 2021, in any case.)
  • Working days and hours
    • Working days and hours for a part-time employee are five days from Monday to Friday, from 9:15 to 16:00 (or 10:15 to 17:00), with a lunch break of one hour from 12:00 to 13:00, totaling 28 hours and 45 minutes per week, in principle. No overtime exceeding the total working hours will be requested, but an employee may be requested to start work or take a lunch break earlier or later than the regular time or change a non-working day to another day, as necessary.
    • Non-working days
    • Saturdays, Sundays, national holidays, December 29 to January 3, and August 6
  • Remuneration
    • 237,400 yen per month (FY 2015)
    • Commutation allowance and bonuses will also be provided according to the regulations of the City of Hiroshima.
  • Welfare programs
    • The employee will participate in the health insurance plan, employees’ pension plan, official casualties compensation plan, and the employment insurance plan. The employee will be provided annual paid vacations.

Other Notes for Examinations:

  • Admission cards for the examination will not be sent to applicants. Please come directly to the examination venue on the examination date. 
  • No parking spaces are available for examinees. Please do not come to the examination venue by car.
