Duties:

The incumbent serves as Trade Policy Research Assistant in the Office of the United States Trade Representative. The incumbent works under the direction of the Assistant U.S. Trade Representative (AUSTR) for Intellectual Property & Innovation (IPN), or other senior-level staff, depending upon the assignment.

The primary purpose of the work is to:

  • Provide research and other support in the development of USTR’s international trade agenda tools to promote robust intellectual property (IP) protection and effective IP enforcement worldwide, reflecting the importance of IP and innovation to the future growth of the US economy
  • Provide research, administrative, and other support for ongoing IPN programs and matters, such as the annual Special 301 program, statutory reporting requirements, as well as other ad hoc matters, including project tracking and status monitoring, e.g. the implementation of trade-related deliverables
  • Research, locate, and circulate trade analysis papers and relevant news items to IPN staff
  • Assist the AUSTR in compiling information and developing materials to be used in the USTR Special 301 report, Congressional testimony, responses to controlled correspondence, briefing materials, summary statements, negotiating text, and speeches, graphs, charts, tables, and reports for the U.S. Trade
  • Representative and the Deputy U.S. Trade Representatives on major trade issues related to IPN issues
  • Collaborate with USTR public affairs staff on updating IPN web and social mediat presence
  • Coordinate travel arrangements for IPN staff, including advanced control officer duties and meeting requests; and
  • Perform various administrative duties as assigned (e.g. ,coordinating and scheduling meetings for staff, attending meetings, and following up with appropriate staff on tasks assigned during meeting, managing time and attendance for IPN staff, processing travel vouchers, maintaining office supply inventory, etc.)

Qualifications Needed:

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position.   The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

For the GS-05 level: Three years of progressively responsible general experience, 1 year of which was equivalent to at least the GS-04 level or comparable pay band in the Federal service or equivalent experience in the private sector.

General experience should demonstrate the ability to:

1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;

2. Plan and organize work; and

3. Communicate effectively orally and in writing.

For the GS-07 level: Applicants must have one year of specialized experience equivalent to at least the GS-05 level in the Federal Service to qualify for the GS-07. Specialized experience is experience directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience equivalent to the GS-05 level are work in which the applicant: 1) Assists higher level staff to research and review a variety of trade information such as: economic data; provisions under existing trade legislation; administrative and other regulations related to trade policy; procedures and obligations associated to intellectual property; and the positions, objectives, and goals for implementing trade policy of other offices, agencies, and departments in the trade policy interagency process; 2) Assists higher level staff to extract, summarize and produce reports on pertinent trade data, legal language, and negotiating text.

For the GS-09 level: Applicants must have one year specialized experience equivalent to at least the GS-07 level in the Federal Service to qualify for the GS-09. Specialized experience is experience directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience equivalent to the GS-07 level are work in which the applicant: 1) Researches and reviews a variety of trade information such as: economic data; provisions under existing trade legislation; administrative and other regulations related to trade policy; procedures and obligations associated to intellectual property; and the positions, objectives, and goals for implementing trade policy of other offices, agencies, and departments in the trade policy interagency process; 2) Extracts and summarizes and produces reports on pertinent trade data, legal language, and negotiating text.

OR

EDUCATION SUBSTITUTE: Education must demonstrate the applicant obtained the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered 18 semester hours.

For the GS-05: Completion of a 4-year course of study leading to a bachelor’s degree in an accredited college or university.

For the GS-07: Must possess 1 full year of graduate level education -OR- superior academic achievement.

SUPERIOR ACADEMIC ACHIEVEMENT: Must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum or (3) Election to membership in a National Scholastic Honor Society membership in a freshman honor society cannot be used to meet the requirements of this provision.

For the GS-09: Must possess a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
